I just tried installing thay same update on my desktop computer....same message. It's also Windows 7, 64 bit.

It was reissued yesterday too as well as back in July I believe.

It told me that KB3179573 was also not applicable to my computer. Strange.
Everything seems to be ok on my wife's laptop, in that I got all the updates, and they all installed, so I'm hoping I'm ok with that one.
Now my desktop is doing weird stuff, and my boot drive has 2GB left on it, so I may be buying a larger SSD, and reinstalling 7 on it, or just try 10, not sure. I can't even do system restore on mine now.

I finally did try to install we 2012
It went well of course I did not attept to install anything but photo gallery and movie maker
All others are still listed as the original version showed long ago which is odd most have been replaced like messenger...
I just went here and selected english download and boom

A Windows 7 drive should have 10 to 15% free space or many things will not work properly.

I did exactly the same thing, and tried to only install Mail and Photo Viewer. It would not install them. It's really strange, if you ask me.
Upon searching, it is a very common problem. I personally think it's because the program files are still on the C Drive, as well as some registry keys, but you'd think that wouldn't matter, but I think it does.
I'm tempted to start it in safe mode, delete those files/keys, and then try it.
