IPTV Streams in VLC Keeps Stuttering

I have been trying to watch few IPTV channels (through m3u playlist format) on VLC without any success. When I play a channel, it plays for few seconds and then the stuttering begins and then the stream continues again. Instead of continuous playback, there is always stuttering after around 20 seconds. This happens with all channels on various playlists that I have tried.

Its as though the program streams from a different URL every few seconds instead of a single continuous file. I am now fed up of this problem and believe there is a fix in VLC settings (changing cache timing or something). I have enabled loop 1 (to prevent zapping/skipping from one playlist to the other in VLC) however, the stuttering is still observed. How can this be fixed? Please help.
