New to partitioning. Need confirmation of procedure.

I am thinking to have 2 partitions in my D: drive.

Partition 1: With my files.
Partition 2:
With windows installed so i can boot it when i get a BSOD on my C drive, rendering the PC useless.
And to access my D drive files untill i solve the BSOD on the C drive.

Can i partition the D drive with existing files in it without loosing them?
If not safe, i will wait to get an external HD to copy the files to!

PS: Tried a few times creating a portable Win8 with WinToUSB, on a 32GB FlashDrive, but it threw an error while creating it. Surely because it needs around 64GB right?
