Most likely you need to install SP1 on Windows, as framework 4.6.2 requires it.
You can download it from here: Download Windows 7 and Windows Server 2008 R2 Service Pack 1 (KB976932) from Official Microsoft Download Center

Install it then try again reinstalling the .NET Framework.

You could try installing one of the older versions. I'm still running 0.10.5 which meets my needs. I did install 1.0.x and required .net framework 4.6 which installed ok but I did get some event viewer error reporting even though the software appeared to run ok. I can't remember the nature of the errors but the version predated 1.0.7.

I have .NET Framework 4.5.1 installed and running Handbrake v 0.10.5. Will this meet all your conversion requirements - I don't know.
Versions 1.0.x provide a lot more conversion presets. v1.0.7 is the latest.

I personally install install Important & recommended updates including rollups. The .NET Framework 4.6.1 is sitting there in optional - I may install it and see if it causes any problems. @avtar singh
You may want to try installing .NET Framework 4.6.1 separately as well rather than rely on the Handbrake download for it.
