Windows 7: Can't install Skype

Can't install Skype

I've had to struggle with the UAC during the install of several programs. For a few I've tricked the system into some way of accepting the change. The latest one is Skype, which I need with my webcam for online work. At the very end of the installation, I get an error and have to cancel. (see image) I don't care if the shortcut is in the StartMenu.

I've tried by Taking Ownership of the Start Menu folder
I've tried right-click "Run as Administrator"
I've tried the built-in Hidden Admin (then turned it off. I use it only for this kind of thing.)
I've tried checking all the Permissions in the context menu
I've tried a reg edit that temporarily disables the UAC and then re-enables it

Event Viewer says the same thing as the error message.

I've run out of ideas. I'm not a computer newbie, but Win 7's UAC has driven me up the wall.

Skype has gotten too complicated for me anyway. I'll take any free no-frills program that can just broadcast or record my webcam.

Skype won't install
Hi, I got an Acer Aspire One Happy Netbook yesterday and ever since been trying to install skype. The installation gets to around 30% and then goes back to 0% each time I have tried this. Can anyone help me please? My operating system is Windows 7 Starter - 32 bit. Thank you
Should I install Skype ver:
FileHipos update checker is telling me to update from Skype too, but when I try to update through Skype it says i have the most current version. Should I trust FileHippo? :geek: p.s. the update is not under the beta section of FileHippo recommendations
