Problems with streaming on AMD relive's software

I decided to return to these forums after a year of fruitless troubleshooting, research, and re-reinstalling clean windows several times to no avail.
I have taken interest in using AMD Relive over a CPU based streamware like OBS (Xsplit performs better quality but leaves watermarks unless i pay anually for it), and for the life of me, cannot figure out why it stutters, then stalls the upstream at a random early point from starting a livestream, showing a message "you may have insufficient bandwidth to keep the stream stable". now this happens even at a bitrate of 1Mbps (My Upload speed is 20Mbps at average and download is 250Mbps on average). I have tried performing a clean driver install, clean software install, clean driver *and* software reinstall (both from a clean boot and from safe mode), and wiping my drive and reinstalling windows from scratch 3 times, but the problem persists. instant replay and game recording however, work workout problems and there is a feature of relive that i want to use in my games that i can't get with obs or xplit, and that's viewer count and stream chat right in my game screen

I currently have my registry keys configured to use disk D (I have only changed the C:\ part for D:\, leaving the rest of the paths unchanged for its appdata, temp, program files, program files (X86), and user directory (documents, desktop, photos, etc.) as i use a small SSD for the windows install and the 1TB hard drive for program installs, games, and personal files to reduce the amount of write access the SSD gets so it doesn't wear out faster (many programs i install do not give me an option to choose where to install it and will default to whatever the default in the registry reads and i do not want to primarily fill the small SSD)

i'm at my wit's end and am starting to think that its a very rare, super specific hardware incompatibility that i happened to choose to combine or that it just simply doesn't work with any video card older than the RX and Vega cards and am considering just rebuilding a brand new PC with completely different parts before the windows 7 extended support ends
