.DLL is missing from my computer?

Well first off if this is in the wrong section i apologize but i wasn't too sure where to put it because i can't make heads or tails what is even causing this problem.

I'm trying to install a game but it keeps saying

"The program can't start because ij15.dll is missing from your computer."

Googling this issue . this is apparently a potential registry , malware ,hardware issue.
I call complete bullshit on this however due to the fact that my laptop gives this error as
well. This computer however is very new and i have yet to really install anything on it really
due to the specs being significantly lower then my old Pc. The only games i added were minecraft
and my mother added IMVU but that is all that's really on here. How can i fix this annoying issue?

There are a few things 1 is the DLL on the PC 2 it may be there but not in the path so can't be found. 3 the DLL may not be registered

    @samuria,
downloaded OP's missing dll. Scanned with VT and other AVs, clean.

Tried installing in System32 and SysWOW64 both successful. regsevr error in both locations.
    DllRegisterServer not found

Checked dll with RegDllViewDllRegisterServer is not listed

dll does not require manual registration or does dll auto register?

Found a clean copy of your missing .dll. Created a batch file to install it in System32 and SysWOW64.

    Install_ij15.dll.zip

Register of said dll is apparently not required (Regsrv32 error, research says registration not required)

    Enough techno stuff.

Download and open the zip to your desktop. Open the folder and right-click Install_ij15.dll, choose run as administrator. Follow prompts. Reboot and try your game again.

FYI: I downloaded Pangya for PC. It's a binary streaming file, not and executable. Scanned it for malware, clean. Tried to install it via Revo Uninstaller & Revo doesn't recognize it, therefore I didn't install it due to security concerns and the possibility of not being able to completely uninstall it.

If you try your game again and still have issues, you can delete the dlls from their installed locations
C:\Windows\System32 and C:\Windows\SysWOW64 if you wish.
