Renaming the file made no difference.

Same fatal error message. What version of the framework do you currently have installed on the computer? Go to Programs and Features and see what version is installed. Try repairing the current .NET installation from Programs and Features.
I have none installed now.
I had 4.5.1 but deleted it based on a Microsoft answers suggestion before I came here

Before I deleted it, I had tried repairing it several times.
I looked in my Recycle Bin and that was cleaned out so I can't restore it
There should be at least v3.0 and v3.5 installed on the computer.
Open regedit, if you are feeling confident, and see what nodes/folders are listed underCode:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP
You can also run DSIM /Online /Cleanup-Image from an elevated command prompt. Check the output for any erros fixed or unfixed.

Okay!!! So at the moment you cannot run any programs that use .NET later than v3.5.
Now try the DISM /Online /Cleanup_image from an elevated command prompt, as I suggested.
