Multiple virtual monitors within 4K monitor/(TV)

Is there any current freeware that will allow for "virtual" monitors within a single 4K monitor? Most utilities simply offer the option of multiple windows without binding them. I would like the option to constrain a window to 1920x1080 pixels when placed in full screen mode.

UltraView Desktop looks to offer this option but is a bit pricey for something I'm not sure at this time will have extended use.

    Thanks!

I've been using this (Actual Tools) for a year now. Paid $30, do not remember how I got the discount though. Not even sure it does what you want but a quick search on the user forum mentioned binding to geometry, then something about 2x2 tiles. Worth a look. Also the authors are very responsive so if you ask a question they'll get back to you.

    Much appreciate the reply johnhoh!

I've taken a look at the Actual Tools site and it seems Actual Windows Manager would provide what I'm looking for with its included Desktop Divider utility. It states -- "If you place a window into one of such tiles, the window will expand up to tile’s borders only." This is exactly what I'm searching for. I actually used an incorrect word in my OP when I stated I wanted to "bind" the windows, I actually meant "bound" as in constraining it's expansion.

It looks like many of the utilities included in Actual Windows Manager can be purchases separately at a fraction of the cost, unfortunately Desktop Divider is not one of them. That said, it's still a viable option barring I find no substitute.
