How do I copy to a file, only one picture that's in a Video Clip on TV

There is this Sender on the Internet who is degrading the women on their programs, and I want raise an objection in writing, and along with that, a foto to show them what it is that I'm talking about.
Is there a way to do this?
I tried doing this with the limited tools that I have on my PC, but the sender has protected themselves.

Play video, pause it, use snipping tool, save as PNG or JPEG.

Invasion of privacy, slandering and defamination are serious crimes in America (excluding copyright infringement).

Tread carefully and explain more in detail first.

"TV?" Record it with your VCR.
