Don't give up on W7 yet. It is far better than Vista. Anytime you do an in-place upgrade of a system it is known to have problems. There are simply to many different situations for the installer to pick the right option. If the existing OS has a problem the new OS installer might do the wrong thing when it installs. Starting fresh is far safer. Don't blame W7 for what is likely a problem with your Vista configuration. Once you get used to W7 you will not want to go back. W7 is much friendlier than any version before.
