I upgraded my Acer 7720 laptop from Vista 32 to Win 7 32 and didn't lose the Empowering Technology application. But, I really don't need or use it.

You have upgraded and did not have to format your machine? Really?
And now you have a file Windows.old

Having a "windows.old" is not a problem for me. I have plenty of unused hard disk space.
