Personally, the first few things i download when making a new install are always,

WinRAR, FireFox, Chrome, Pidgeon, GIMP, TerraCopy, Foxit Reader, Tirminal, LogMeIn Free, Hamachi, and Shredder,/Thunderbird

Im sure you've heard of most of them, but Terminal [http://www.tirminal.com/] is a great file sharing program, not p2p really... more of a i want to share this file with a friend, but its too big to e-mail. you have tirminal installed, but they just click your link, gets through firewalls instantly, and is safe, and can be further protected to your liking. logmein free is great if you leave your computer on. Hamachi isnt for everyone... some people dont have a use for it.... but worth looking into...

I tried again while posting and it still didn't work: 4t-min my fav. program does not work with Win 7 64x (it kills IE)

Otherwise, this is what I usually install
    Autoruns
    Process Explorer
    ALZip
    ALShow
    ALSee
    Winamp
    CCleaner
    Eraser
    TCPView
    Firefox
    TotalCommander
    EditPadLite

    1. Browser (if you don't like IE8)
    2. drivers
    3. AV + firewall (if you are not satisfied with the ones that are provided in Win) + stand alone antimalware/spyware products, (usually one or two)
    4. Office
    5. media players ( if you are not satisfied with the ones that are in Win)
    6. codecs
    7. imaging software (if you are not satisfied with the one that is provided in Win)
    8. burning software
    ------------------------------------------
depends what kind of needs users have,
    converters, programs for video/pictures editing...etc.
    cheers
