    The first time you save a file with Notepad, you can choose which encoding to use. Subsequently, modifying and re-saving that file will use the encoding that you have chosen for that file. New files will, of course, allow you to choose the encoding.

    Referring to your image, the encoding method is in alphabetical order, which is why ANSI is the default.

    you could always use Notepad 3. its a great and simple text editor that offers syntax highlighting...
    and control over the file encoding
    Download Notepad3 - Notepad replacement with syntax highlighting.

    FILE MENU --> Encoding --> Set Default
