    Try Imgburn.

Here's the cnet download link as a few users were mentioning problems with some of the mirror sites on the Imgburn web site.

go to filehippo.com. they have a collection of dvd burning apps. some freeware some are paid whether commercial trial or shareware. download.com has them too but i prefer the former site.

There are tons of free converters there.

Some of the ones I use regularly:

    AVStoDVD
    DVD Flick
    FAVC

all 3 will input .avi or .mkv files and convert to DVD5 DVD9 or custom DVD size.
There are a bunch of others too with user comments.

edit: once you have a VIDEO_TS folder, then just burn with Imgburn.

List of the top downloaded CD Burners/Emulators by Download.com

Apparently Ashampoo Burning Studio Free isn't bad, it's a stripped down version of the heavyweight program.
