Hello !! Welcome to SF !!

    Try these steps

Start | CMD | Right Click and Run as administrator | regsvr32 vbscript.dll

Then try to install it again and see whether that fixes it. If not repeat the steps again one more. If still you have the problem post us back we'll see what we can do.

    Hope this helps,
    Captain

This error occurs when there is left over files from previous / Failed install.
You should cleanup all the entries like rename the folder from Program Files then run CCleaner to make sure all then registry entries are going.
Download Windows Installer Utility and make sure your remove all entries related to this file. Once you do that then go ahead and reboot the System and install it again and see if that works.

    Hope this helps,

I ran CCleaner and cleaned the registry also ran Ace Utilities. There was nothing in program files cause it never installed. Ran that program you suggested and it was not listed. I did all that other stuff before I tried to install the last time. I'm signing off for the night it's way past my bedtime, 12:20 AM. I'll pick it up again in the morning.
