    Yes .. If you have Photoshop or Photoshop Elements
    I use to have an old program called WinFax Pro that you could scan and make changes to. It could scan and fax and convert the files to or am I thinking of something else?

    There's several ways to scan .. fix .. and convert back to pdf or something else ..
    but most of these methods will loose the original quality and are unnecessary.
    The free Foxit reader sounds like what markg2 needs.

    The free Pdfsam might also a handy utility to have .. It can split or merge multipul page pdfs.

    Bingo! Nitro_pdf has a type text tool. I just tried it on the image and my typed text saved (worked).

    Both Nitro and Foxit would not save a rotated image but Pdfsam does, albeit in a cumbersome way.
