fuzzy sound,massive lag and high cpu usage

I've had this windows seven laptop for a year and it's been fine until about a few days ago when I was watching youtube the sound went all fuzzy and then extreme lag followed. Closing the lid and putting it to sleep for 10 minutes and shutting it down would solve the problem for a while but it would always come back.

I know there have been other posts like this one but it seems like its as if other people arent getting the lag as bad. Also the soloutions provided don't really help. So i want to know

1. The soloution.
2. The cause because my parents think its me and they're pissed.

Optimize Windows 7
Pay particular attention to numbers's:
2, 4, 5, 6, 7, 8, 9, 10, 11, 12, 18, 19, 28, 30, 31

For solution #2:
The only reason I could think of that your parents are upset is that you visit sites that you shouldn't, and you may have too many gadgets installed, that's #18
