How to keep System Sounds at 0 volume or mute?

I find System Sounds does not stay at 0 volume or muted, with one exception: when volume mixer is open.

When I close the volume mixer and open a program that requires UAC, the chime is at "full" volume of selected device's volume setting.

As examples, Piriform's CCleaner and Revo's Uninstaller chime and reset the volume to "full" while Auslogics' Disk Defrag does not reset the volume but nevertheless chimes.

    Is this a lost cause?

If you don't want any sounds, pick the "No Sounds" Sound Scheme. :)
