Multiple Sound Cards associated with different EXEs

Multiple sound cards on Windows 7
I am part of community radio station that wishes to run Windows 7 with 3 separate sound cards from outputs associated with 3 different .exe programmes.
Programmes normally output mp3 and are ported to different audio console inputs for combining independently of collectively. Can cards be assigned to specific programmes such as WinAmp, DJ2000 or multiples of these?

You can only have one default audio playback device in Windows.

However, I have a recording studio and when I have my external USB connected recording interface device attached (a Roland Octa-Capture), I can have regular PC audio from a program such as GoldWave audio editor or Windows Media Player that will play through my regular PC sound card and I can have audio from my recording program (Sonar) play through my recording interface unit. I've never tried to play both at the same time, so I don't know if that is possible.
