Volume Mixer Controls display on screen & interfere with internet, etc

Volume Mixer Controls display on screen and interfere with internet and other functions.
Without warning Volume Controls will display on my screen fluctuating levels like I was changing the volume/bass/treble level. This stops/blocks whatever I'm doing on the internet, turns on my "wireless" connection, turns on the volume mixers (I keep it turned off), and stops my typing. This will go on for varying lengths of time, then all goes back to normal.
I have attached a screenshot showing an instance while I was typing this post.

This is not the default Windows Sound Mixer Window. Try uninstalling and installing your audio drivers again or mess around with the options in your Sound device software to see if there is an option to disable this.

Also try this click on the up narrow on taskbar -> Costumize -> search for your audio device and on the right side select Hide icon and notifications.

If you want to try something even mora radical you can try disabling all balon notifications (I don't know if the window in question is a balon notification but anyway):

    Group Policy Editor:

User Configuration -> Administrative Templates -> Start Menu and Task bar -> Disable all balon notifications = enabled
    -HKEY_Current_User\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\TaskbarNoNotification = 1

    or

    Regedit:

    HKEY_Current_User\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\TaskbarNoNotification = 1

If you have Windows 7 Starter, Home Basic or Home Premium you can only use regedit to change this settings.

    It got worse . .
Did my 3rd recovery in the last few days and the "Volume Mixer Slide Bar Controls" displayed on the screen before all the updates were even installed.
So I performed a "clean" recovery & install. Again the "Volume Mixer Slide Bar Controls" displayed on the screen during the reinstall.
All I do is waste my life trying to get this LapTop to function properly.
    What can be done?
