Whether I'm on iTunes, Youtube, or anything with audio output, the sound is always choppy and bad It's to the point where I can't use either. Should I try updating my sound drivers? Or do a system restore? Using Realtek sound driver version 6.0.1.5910
Not to mention my PC has been so painfully slow lately and I have no idea why (other than that it's old)

What is the actual PC model? I assume its a Compaq (which is made by HP). I've never seen a "Compaq/Samsung".
Is the sound bad with both PC's speakers and headphones?
I put that bc the monitor is Compaq and the screen is Samsung. I'm a n00b.

First, the PC model is a "Compaq Presario SR5710Y". The "Monitor" would be the Samsung.
As this was designed to run Vista 32 bit OS, it should run Windows 7 32 bit without problems, even though its a relatively "old" PC. The 64 bit OS basically does nothing for you as the main reason to use 64 bit OS if you have more than 4GB of memory. Look at what you have starting to see if some of that can be eliminated (or at least eliminated for testing).
A "clean" install is one other option, although a hassle. A "clean" install involves reformatting the hard drive and then installing new. This will delete all your installed programs and user data so if you decide to do that make sure you backup your user data (such as pictures, music, etc) so you do not lose it.

You mention on-line audio, such as Youtube, is the sound ONLY choppy with on-line audio? If you play audio that is already on the PC is it choppy too?
With only 3GB of RAM, depending on how many applications (programs) are open when you play audio, it can become choppy because of limited memory. Too many programs in the startup can also affect this.
