Windows7 asio priority is causing processes to block each other.

Hi, I have had a persistent problem that has gone on for three weeks now and I am desperate for some good advice.
I think it is being caused by asio priorities blocking each other. But I am not sure.
I have tried three different sound cards and I am absolutely definite that my hardware is working correctly. Currently the soundcard is A C-Media.
BUT if I try to run more than one application at a time only one will be able to utilise my audio device.
For example starting TS3 whilst the browser is running will result in my microphone or speakers being disabled in TS3 at start up. Likewise starting the browser whilst TS3 is running will disable sound in teh browser.
I game, so I am often running TS3 alongside Mumble and perhaps another voip program. This is currently impossible as the above problem is constantly preventing me from doing this.
I am at my wits end with this, and have tried many many fixes, including buying a new soundcard, none of which have worked.
Is this ASIO priority, or is it something else?
Please help. I will pay in candy.......

I tested my speakers they are fine.
I have also tested my microphone through sound recorder. It is also fine. Although I cannot playback the recording whilst the recorder, or anything else, is open.
If anyone requires any additional information please ask.
This feels like it should be an easy fix.

The drivers are those that came with the soundcard on disk. And are the latest versions.
