Windows Do Not Trigger Thier Sounds (Maximize, Minimize, Close)

I am using Mr.Grims 'HUD' series themes and they all have sounds that run when a windows is maximized, minimized or closed and this has suddenly stopped working. No matter what sound I set to run on these events they are not triggered (As far as I can tell the trigger is the problem). I have removed the themes, run 'sfc /scannow' to revert all changes they have made, I have rolled back and updated my audio drivers, nothing works. I'm not exactly sure when they stopped happening though I think it was sometime today. I have been setting up my computer after getting a new SSD and have installed so many of my programs including most every program from office and would hate to have to redo it all. Any ideas would be greatly appreciated.

    1. Do you have sound when playing music or video?
    2. Did you go into your Sounds properties to see which sound scheme has been (re)installed, if any?

Control Panel -> Sound -> Sounds tab -> Sound Scheme dropdown box.
What does it say there? From what I recall, even the default Windows 7 Sound Scheme did not have default sounds assigned for opening, closing, maximizing or minimizing individual windows.

All system and other sounds work besides those three, yes they are set and yes the files make noise by themselves. I ended up doing a system restore to fix it though I am still curious about what went wrong.
