Windows only allows one default playback device. e.g. "Speakers" or "HDMI". There may be some third party application that will allow doing what you want, but the basic Windows install will not. (This is the same on Vista and Windows 8 too).

In VLC under tools/preferences/audio/ change output module from automatic to WaveOut and under device pick what your headphones are connected to (needs to be on a different device than your monitor unless the device has more than one output in playback devices for windows.).
