Realtek HDMI: HDCP in Vista; not in Win7

I'm having this same issue. I have an ATI Radeon 3450, and an onboard realtek HD sound card. I'm currently running the RC of Windows 7. Has anyone who had this issue installed the RTM and had this issue resolved?

It stays the same in updated RTM from Technet and Realtek R233 (last version of the drivers) - no HDCP on HDMI.
