Win7: Stereo Mix problems - Something keeps resetting level

I have a really annoying issue I hope someone can help with. I use Win 7, and four years ago I upgraded my hardware, including my motherboard, which is a Gigabyte Z270x-Ultra Gaming-CF, and that is using the Realtek HD Audio Manager. I have the latest drivers installed from Realtek's site, which are already old by a couple of years. I knew this problem existed the second I installed the new hardware but didn't have a need to fix it till now.

Audio on this system plays great and is nice and clean, no issues there. It's when I try to record from the computer where the problem is. I'm using "Stereo Mix" for recording and any recording that goes through it has the audio over-modulated and slightly distorted, even for just someone talking. It's worse with music. If I go into Stereo Mix's settings and lower the recording level down to 70, it then records great, but the rub is something resets that number somewhere. If I try to screen record something else the number automatically resets to 100.

I thought this had something to do with the Realtek HD Audio Manager, but nothing is there to tell it to override anything. In fact even if I set the Stereo Mix level through the manager, eventually it resets itself to 100 the second I start the next recording.

I have tried a screen capture program as well as Audacity for my testing, and both have the same exact audio issue. If I can get Stereo Mix to remain at 70, then all is fine and I'm good, but I'm having a hard time finding what is overriding the settings. The only thing plugged into the computer audio wise is my L/R speakers (no surround), and two mics from webcams I have attached.

Interesting thing is, if I tell Stereo Mix to be the default recording device (and not the webcam mic as is in the screenshot attached), then it doesn't record any audio at all despite the fact that the VU meter is moving next to it in the Sound settings.

I then made my webcam mic the default again, and just to make sure, I also turned my speakers off physically at the knob to make sure the mic wasn't recording the speaker output, and it is not. It recorded the audio of what was playing with the speakers turned entirely off. No idea why Stereo Mix isn't recording things if I make it the default.

I've been fighting this all day and hope someone can give me some insight. I was thinking of using a virtual patchbay cable to bypass Stereo Mix, but I haven't found one that adjusts volume levels, so don't think that will work. Any other ideas on what is going on? Thank you for your help!

I just noticed that there's a sticky in this forum for Realtek HD drivers. Why would these drivers be newer than the ones on Realtek's site?

Update 2: If I go to the volume level of whatever I'm playing, let's say a youtube video. Even adjusting the volume level to be lower, the screen recording of that video still has the audio over blowing and distorted. Makes me think there's some sort of gain happening somewhere but I don't see where it could be.
