WAV and MP3 and video stream audio hiccup in Win 7

About 4 - 5 months ago I started having issues whilst playing back audio files, whether they are WAV, mp3, or the audio stream in You Tube videos. Sometime during playback, they will hiccup or there will be glitches in playback--every time, usually just once. When I got the computer back in 2011, I immediately disabled the Realtek card and began using an E-mu PCIe card. Everything was fine, and now it is not. I produce music--record multi-track songs on Samplitude 11 Pro (32 bit) and I just got their latest update, Sam Pro X 2 Suite, which is 64 bit. I'm experiencing the same WAV playback problem in both DAWs--constant lost buffers and glitches, no matter how I set the buffers. This, again, was not a problem until about 4 - 5 months ago. It's annoying and has caused me to avoid any recording sessions because of the glitches. Not good.
I downloaded an application that measures latency (DPC Latency Checker) , and once while playing back a WAV file the red bars shot up and the warning that the computer was having problems with latency came up. I let the app run awhile playing back songs, and it reacted twice to hiccups in the song.
What I've done so far: I updated the BIOS; at the suggestion of a poster somewhere (I think on a Windows forum; I don't remember), I disabled two Dell System devices--the "Dell Diag Control Device" and the "Dell System Analyzer Control Device". Play back of WAV files seems to have improved slightly; 1 song actually made it all the way through without a hiccup, but that's it. Did this help? I don't know. I updated the E-mu drivers. That's it, so far. Please help--this has been going on for months.

I believe Fireberd (the audio guru over here) will try to help you when available.

And I guess he will ask you to use LatencyMon instead. Resplendence Software - LatencyMon: suitability checker for real-time audio and other tasks
    Start gathering data for him.
