Only for the devices it deems necessary.

Could you check in the updates history to see if a bluetooth driver was installed, and when?

Hello mate try what Jack has advised and to me that is quite an old machine and I think unlikely to have a Blu tooth radio device in it as searching the specs there is no mention of such a device.
HP Pavilion dv8210us Notebook PC - Product Specifications | HP(R) Customer Support

Now if you have Ultimate on that machine then you have a very minimal amount of RAM which is also DDR2 I suspect and I am wondering why you have not brought the RAM up to 4GB at least?

As mentioned earlier the driver you need is for the plug in Blu tooth device so what brand and model is that??

@ICIT2LOL:
As mentioned I have a pavilion 9750 and it has a built in BT radio which is able to detect -but not to pair with- my JBL Charge 2 under win 7. honestly BT function is of another level of friendliness with Linux or android while being a hassle with vista or 7 or 8.1.

I did not install any external BT dongle.

I only have 3gig but if you have an extra unused one I'll be happy and thankful

Well I did find a problem.
You have a OEM/SLP with a bios date of 2008.

Windows 7 wasn't release to the OEM. (H.P.) until 2009.
From your posted log.

This indicates to me that this system is not activated properly on the proper computer.

When and how did you install Windows 7??
It appears to be a counterfeit installation.

Sorry my friend then it is my bad because all the searches I did came back no BT so I do apologise and stand corrected.

What I do find interesting is what Jack has come up with and I am interested too as to why the Ultimate version??.

Well I guess you have answered yourself really. I had great difficulties with a few old school machines I was given but they never had Ultimate on them just an XP OS. This then begs the question did you put the Ultimate on that machine and why because in my mind that version is way over the top for the average user.

If you did purchase that version then as Jack has said I think you have been sold a pup.
