The ideal time to make a system image is when all is running sweetly, and you don't have any known issues or problems. It is also recommended to make regular system images in case of disaster. That way, if things go wrong, you can quickly restore your system back to how it was before. The only downside to this, is that you will loose any newly created files and installed programs since the system image was made.
If your system gets corrupted for some reason, and you need to do a complete re-install, you will loose everything. A complete re-install will take hours [as opposed to a very short time in comparison to restore from the required system image], plus, you will loose all your files and programs. On top of that, you would have to setup all your tweaks again.
