I know what you want. You want to put the volume to 150% not just 100%. Linux as be able to do this for over 10+ years and I have not find this in any version of windows to date.
In Linux you just click on the sound icon on the taskbar, then open the sound preferences, there you can put the volume passed 100% all the way up to 150%
I know what you saying, the volume in windows is just not that loud and you right. I have a duel boot laptop with win7 and Linux. Even at just 100% and not 150% (which Linux can do) it is all ready way louder than win 7 and can go louder.
100% volume in win7 is like only 60% to 70% volume in Linux. (This will very based on installed sound card. This is how it is for me.)
If you must have the volume louder you may have to install and use Linux. UNLESS there is a windows app that will do this for you, that I just don't know of.
I don't know way MS puts the volume limit so low.
