Windows 7: stop a program outgoing and ingoing,how can i do?

The firewall notification doesn't really notify you all the time. Sometimes it notifies you, sometimes it doesn't so you'll have to manually allow/disallow a program to connect to a Private/Public network.

UAC shouldn't be turned OFF. It should always be set at the default (recommended) level or at a maximum level to ensure protection from unwanted changes made by programs.

now i download a new program that checks for update , the firewall doesn't pop up
Yeah, that's what I'm talking about. It doesn't notify you all the time. It only notifies you when it has detected suspicious programs requesting for privileges/permissions to connect to your Private/Public network(s). And so you have 2 options: allow or block.

You've got nothing to worry about as this is normal. Just remember that Windows Firewall and UAC must be turned ON with default settings.

a context menu ->rightclick with block this application via firewall
