Forgive my broken link:

Safe Families We-Blocker Parental Control - Free software downloads and software reviews - CNET

Follow Bill's advise, as well. That will pretty much fool proof the computer.

7 Home premium 32b

Just thought I would come back and update everyone on what I did.
I installed Win7Pro but found Group policy editing a bit difficult.

I installed Windows Steadystate and locked out features for my sibling's account such as Noa ccess to cmd, control panel, etc.

Then, I installed Symantec Parental Family control ( FREE ) and chose categories to block. Voila! all done.

1. Windows 7 Home Premium sp1 - 64bit 2. Windows 7 Pro sp1 - 64bit

If you find that you are still in need of additional blocking have a look at OpenDNS
OpenDNS - Parental Controls: Block Adult Internet sites at Home It's free and rather easy to set up.

Home folder Permission and Security
I want to create a home folder that will have 5 folders inside that for the different users. What permissions and security rights are necessary for the home folder and the individual folders inside of it? I want only the user of that folder to be able to access the files inside of it.
