    windows 7 firewall Problem

Ok, so I just installed fresh Windows 7 Enterprise. I have it joined to my domain, AD with 2 AD servers, 2003 R2 and 2008 Std. I have a group policy in place to disable the firewall on all client PC's, therefore i should be able to RDP and connect to the computers using UNC paths. Problem is, when the firewall is off, it blocks every connection (incoming). When i enable the firewall, it works normal, with the proper exceptions in the setup of the firewall.
So i guess the question is, how do i disable the firewall, and actually "disable" it ?

Also, i should note, when Firewall is disabled, the output of "netstat -a" shows no listening ports at all. When firewall is enabled, with proper exceptions, the output of the same command is normal, showing all the listening ports and connections.
