windows 7 will not allow me to run an antivirus or delete the 1 i have

since the day i reinstalle windows7 for the 50 gazillienth time, i have a flag saying i have to give permission to allow it to run, my problem is, i have, i will accept the permissions needed and it just dosent do anything, i have tried booting in safe mode to uninstall the one i have, my problem is, it runs the antivirus to get ridof the antivirus, so i cannot get ridof it, i think somthing is hosed in my reg as always all thanks to hp (i give them 0/5 for the BBB). if anyone knows whats wrong, or how to fix without having to reinstall windows AGAIN, please help, remember i have an HP, HP takes alot of liberty in the reg, mabey that can help you narrow it down, and i think it is a reg problem, i have spent weeks trying to figure it out, but as soon as i ask someone else it takes only a few hours. help is apreciated please and ty

norton, but it has an uninstaller that runs within its own program, cant run the program in safe mode and in normal admin, the problem is prohibiting itself from running. like i sayd earlier, i think hp has messed with the reg again

download smarty uninstaler install and select force deinstallation,
after a while smarty wll be unable to deinstall it, you just turn off computer(force shutdown) and next time when you boot do ti in safe mode and run smarty again and it will ofer you to continue deinstallation, select resume and you got it

after that restart normaly and bring up registry editor and check if any norton keys are there, also check for instalation folder and delete it.

    downlaod oficial smarty here:

    Download the Norton Removal Tool

Download and run the Norton Removal Tool to uninstall your Norton product | Norton Support

After Norton is completely removed, you may be able to install another AV program (download your choice of replacement 1st). If it does not. First I'd run the System File Checker

SFC /SCANNOW Command - System File Checker

If no fix, may be time for a Repair Install

    Repair Install

Norton is likely preventing the replacement A/V from installing. I agree with A Guy's suggestion to run the Norton uninstaller tool and then try again to install the replacement A/V.

it wont let me, its counting it as apart of the AV and needs permission, i dont just want it gone, i want my windows fixed so i can use the antivirus, nut just get ridof it, this is the problem people are not understanding, iwant it fixed and then delete it, if i dont fix the problem, it will happen with the next av also

I sincerely doubt that is correct. Download and run the Norton Removal Tool as advised. After Norton is removed, if you do in fact have a problem installing another AV, let us know.
