desktop changing, network setting, CMD command, more printer sharing, system files delete, program install/uninstall etc.

Those things you are asking for, a limited user is already limited from doing. They can only make changes to there own user account. Unless you give them administrative power they cannot make any global or system wide changes. You can clear all there changes by deleting their user profile.
