The default action is to cascade the changes down the tree to files and sub-folders, check that the box is ticked.

also make sure that no files are marked read only.

you can have issues with drives that have been in multi-boot systems or have a busy history with re-installs, and you may have to manually reset some folders because of this, the hidden admin noirmally does not miss much though

Win 7 is the way Win 7 is. We work with it and not against it (which would be futile).

Well, even though if I would manage to fix all the permissions for the folders, files, ect. Any new files I would throw into the HDD would have permission issues...

Permissions by default apply to folders and their contents, this may be overridden for individual files if required.

Once set any files copied into the folder will inherit the permissions of the folder - Files moved to the folder should retain their original permissions

Well, in CMD I have given the folder PC Games full permission for the administrators, which worked, but all the contents of the folder, their permissions didn't change at all...

Previously, when moving a file or folder to another location on the same physical disk, the file/folder would retain the permissions from its original location. This changes when Windows Vista was released and had remained changes in Windows Server 2008 and Windows 7. Now, a file/folder will automatically inherit the permissions of its new location when being moved to a new location on the same physical disk.

Thanks Karl,

I thought it still worked as before as some users who have moved old data from previous OS's have complained that the permissions have been retained, must be a glitch on those systems, as copying and deleting resets permissions to the new settings .
