Anyone had trouble with "Rapport" security software?

arguably this is the wrong folder to post this in but the problem is so obscure I thought I would try here first. this is where all the smart guys hang out, right??
I have five or six systems here on a small network. ONE [only ] of them had Rapport security software installed on it, 'cause a Bank suggested to my wife ...
ONE particular website has been somehow botched by the security ware, such that using either IE or Chrome, we're blocked... Not blocked in an overt way, just cannot get credentials to "take" and login to the https: site. On any other system in the network, no issues... log right in.
So I found lots of threads about various issues caused by Rapport. I uninstalled it, then found and ran the Removal Tool they finally created for it. Still no worky. Zapped all cookies, changed security settings in browswers to 'default', removed server checking for secure sites.... alll sorts of dangerous attempts... still being blocked just on that one system, irrespective of browser.
I'm stumped. what's causing this? gotta be something in the registry, right?
