To have two process of csrss.exe as well as files called csrss.exe.mui?

Is it normal for windows to run out of ram while still having 2gb left
My system have 8gb of ram and as i observe while opening mkv file, firefox with about 15 tabs, cgminer the ram usage shot up to 5-6gb. At that point windows start warning about system run out of ram and some time it crash the media player classic (madvr). Is that normal for windows to act so?
