Unable to take ownership of file

I am unable to take ownership of a file, it says "Access denied".

I have logged in as Administrator, and used the security -> advanced tab.

Any sure fire way to take ownership of a file?

Other files in the same directory are fine.

The take ownership addon doesn't work. I already tried various things such as:

    takeown /F “path to folder” /a /r /d y

    on an administrator command prompt.

The file is just a 7z file created by another machine and copied over network.

If the global admin can't modify local files, what can I do!
