Upgrade from Windows Xp to Windows 7, Lag spikes, high Cpu Usage

To upgrade your PC from Windows XP to Windows 7, you'll need to select the Custom option during Windows 7 installation. A custom installation doesn't preserve your programs, files, or settings. It's sometimes called a "clean" installation for that reason.

Your CPU temps are good. Though your GPU temps may seem high most of today's GPU's typically run in the 80's-90's during gaming sessions. My ATI 6950 runs about the same temps your card when under heavy gaming usage.

Also there are a variety of factors that can affect temps such as case space, design, room temps, cooling, airflow, GPU/CPU usage, etc.....

I guess he meant a clean install of win 7, this is like how most people would say it :)

I did not install it orignally because it said it didn't work so i restarted my computer and when it restarted it came up a text saying press any thing or something like that and i followed the instruction and booted my computer and saw a windows 7 screen and from there was just easy.
Thats how i upgraded my Windows Xp 32bit to Windows 7 64bit.
All my old things like programs,documents and so forth were collected and a map called Windows.old

I don't think you are overheating, but I'm fairly sure that you need a 500W psu to move that system. If you later want to upgrade to to a high end cpu for that powerful card, you might wan to look for something like 600 or 700 w psu.
Some would say that the more the better, I would go for a 600W psu which has to be branded somewhat... Like there are those cheaper ones which tend have a white box or cheap design, but you don't need to buy the most expensive one. For example a coolink that i have is between the two categories.

How do i check what's pushing my CPU consumption to max? because when i am at task manager in the tab processes the thing called Svchost.exe takes 166 528K Memory and there are many Svchost.exe in my task manager.

There should be a column for the percent of cpu usage

Many is normal.

Look down the CPU column in that tab. What processes have the highest value? Most will be at 0. Similarly, look down the memory column and identify the largest values.

The highest cpu has a thing called "System Idle Process" it takes 91-95 cpu and the second is little random and with that i mean it is sometimes chrome sometimes task manager and so forth and it uses 2-3 cpu

I went to the shop where i bought my new grapics card and they said like you guys did, that the temperature i have is normal and it shouldn't be my PSU that is causing the overheating.

That's all normal.

"System Idle Process" is a measure of how much of your CPU is NOT working---e.g. is at idle. A higher number means the CPU is working LESS, which is good.
