password protect all of my stuff?

hi there and sorry for my silly question, i'm quite of a newbie when it comes to software related problems.. but here goes..

how do i password protect everything on my pc? what i want to is everytime someone wants to change, delete, move and etc something, i want it that my pc would ask them for an administrator password.. is this possible?
