Security of files marked "share with no one"

If a file is marked "share with no one", and someone steals your computer/disk, can they open this kind of file in another environment?

hey guys how can i fully open share my "Program Files(x86)" on the other network computer? i set-up the advance sharing to everyone with full control,change,and read, but still when i paste some file using network it saying that i need to be Administrator to do that action
