Windows 7 Ultimate x64
Same problem

Thanks! I had the same problem. My firewall services was missing. Really didn't want to do a clean install. This registry procedure worked for me. Without my firewall working I was able to share my printer.
Thanks again tombombodil.

Backing Up Your Registry
  1. Go Here and download ERUNT
(ERUNT (Emergency Recovery Utility NT) is a free program that allows you to keep a complete backup of your registry and restore it when needed.)
  2. Install ERUNT by following the prompts
(use the default install settings but say no to the portion that asks you to add ERUNT to the start-up folder, if you like you can enable this option later)
  3. Start ERUNT
(either by double clicking on the desktop icon or choosing to start the program at the end of the setup)
  4. Choose a location for the backup
(the default location is C:\WINDOWS\ERDNT which is acceptable).
  5. Make sure that at least the first two check boxes are ticked
  6. Press OK
  7. Press YES to create the folder.
Registry Modifications

Download both the registry files

Launch and import them to registry

Restart your PC

Now,open RUN and type

regedit and click ok

go to

Right click on it-permissions

Click on ADD and type

Everyone and click ok

Now Click on Everyone

Below you have permission for users

Select full control and click ok

Now,open RUN and type

services.msc and click ok

start base filtering engine service and then windows firewall service

For further assistance contact me here, I will be checking this thread every few hours, this worked for me and it should work for you too.

Win 7 Pro x64

Just wanted to say thanks to Balon who I believe posted the fix to this problem.
I had the same virus and had been searching for a fix to restore missing MS Firewall service. I followed the procedure outlined in this chain and it worked perfectly the first time.
Thanks a bunch for sharing!!

Windows 7 Ultimate x64
Great thread!

Thanks for the great fix, I'm running AVG and it stopped the virus from really appearing but I don't think it stopped it in time because my firewall was turned off as well.

I noticed that for some reason the windows defender was turned off as well and is getting the same error message 0x80070424, just like the one in the case of the firewall not responding. Did anyone else have this problem? Or is it just because I'm running AVG or some other program that's shut it off.

Thanks again Balon for the fix.

Windows 7 64 bit

I have the same problem as other people with being unable to activate their Windows 7 Firewall. I have completely removed all viruses through Hitman Pro and Malwarebytes. The only problem is that I can add the bfe.reg and firewall.reg files (or at least it appears to be added; a popup says that they have been added), but when I go to regedit, it just says HKEY_LOCAL_MACHINE instead of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BFE.

At first, I just kept going, restarting, right clicking HKEY_LOCAL_MACHINE, adding Everyone, and then granting full permission. However, I still received an error message when I went to services.msc and tried to Start BFE and Windows Firewall. When I went back to HKEY_LOCAL_MACHINE after restarting, Everyone was still there, but it did not have full permission even though I allowed it earlier.

I suppose this is because the bfe.reg and firewall.reg files aren't being properly added to the registry, but I approved every popup and it said, "The keys and values contained in C:\Users\NAME\Downloads\bfe.reg have been successfully added to the registry."

Help would be very much appreciated. I am flipping out without Windows Firewall.
