If you run MSE as AV program, that includes Defender. In fact it is the same process - MsMpEng.exe

What is your Antivirus Program - is it MSE (Microsoft Security Essentials)?

OK, I am not a Kaspersky expert. But I suspect that Kaspersky has shut it off because they have a similar function. But I am not 100% certain of this. Wait until some Kaspersky expert comes on.

I would not do that. Kaspersky is an excellent AV program and protects you better than Defender. Besides, if they have shut defender off, it may not automatically come on when you uninstall Kaspersky.

I don't think there is a problem. Defender and Kaspersky may be mutually exclusive. But wait until a Kaspersky expert can confirm that. If I am wrong, we can see what can be done - e.g. a Repair/Install.
