I finally managed to go round and try out some of the suggestions. So I'de just like to give you an update.
Thanks to all for the assistance unfortunately I'm still where I started as the problem still persists. ....

Having been on 'dial-up' for 5 years (live in the boonies) the best thing to do, is update MSE manually when he dosen't need to use the computer immediately!
He can do these updates in the evening, or when he's doing his chores.

It also depends on the dialup ISP connection. I think I went through all of them to find one that wouldn't disconnect me when downloading updates.
This seems to be my only option at present ....

David's Task scheduler tip would be the best way to go, it even suggests it in this page I found that has this MSE Update tool: MSE Update Utility [AddictiveTips Apps]
This didn't work as his dial up needed to be running before the schedule could kick in.

He needs a laptop, which he can run updates on when he's not at home and has access to a higher speed hotspot, and upon which he can run an online anti-virus scan such as NOD32 which is far better than MSE anyway.

I'd forget an onboard anti-virus completely. Slap all his archives onto a secondary partition from the OS, and use Windows Backup after every set of updates.
pal ... please like I said he's a farmer the closest he gets to a hotspot is when the sun is shining on his barn

(remember the poor bugger struggles to turn the PC on and for the first month I was there daily to fill in the 10 or so lines into the spread sheet and mail them, but he seems to have got the hang of it now)

keep him happy and show him that I can be of service.

    Thanks

    Nick
Gentlemen!, Ladies! let us try to remember the K.I.S.S method.

Are we helping PooMan or his neighbor? This is getting entirely too complicated.
Thanks Anak pal you seem to know where I'm coming from ....

It looks like he's just going to have get into the habit of doing updates manually, and I'll do the windows updates from my office periodically

    Regards

    Nick

Has anyone thought of the cost to the Farmers?
To the Market Vendors, and Government it is no big deal, the internet?, we've been doing that for years.
    But to the Farmers, yes.

Has anyone in charge taken the time to check if the local CO-OP has web access?
Provisions should of been made to help the Farmers until they got up to speed.

Can your friend gather, and go to the co-op for them to send the livestock reports to the Market?
Maybe even a nearby University, School Library. Agreed, it still takes the time to compile the reports, but he could send someone in his stead to file.

I am only going by your Wales Flag, but if I were him, and you, I would send a letter to the Prince of Wales to see if anything can be done.
If it were me I'd raise a stink.

Old site, but links are still useful: BBC - South West Wales - Useful Links - Farming
I would of looked further, but I am deficient in your customs.
