    Writting to C:\Windows

I'm trying to copy some wallpapers to the C:\Windows\Web\Wallpapers folder, but the folders are read only. If I go to properties and uncheck read only it tells me access is denied. I am a joined to the administrators group but still cannot change this. Logging in to the administrator account still does not let me change this option.

Anyone know of a way to be able to do this?
