    Unidentified Process Accessing the Internet?

Yesterday while I was playing online games I experienced a huge latency increase all of a sudden. At first I thought it was just a server issue but noticed that no one else in the lobby was experiencing the same issue as me. I live very close to the server so I thought that was strange and decided to head over to pingtest.com to test my ping out again, which gave me the same huge ping. Using the command netstat -ano in cmd and by opening a separate task manager window, I discovered a process that wasn't listed in the task manager window. i.e PID 1948 which was nowhere to be found in my task manager's list of processes and their PIDs.

After refreshing several more times, I noticed PID 1948 was gone and my internet connection became stable again.
