Unless Jacee has another suggestion, On another known clean computer do this:
    Windows Defender Offline

Use that to boot and scan the infected computer.

You downloaded this application from an un-infected computer to a "Clean USB drive" and ran the scan already?!

What happens if you start the compter, and start tapping the F8 key?

Can you get to a menu that says Safe Mode, and some other options?

If you can't, do you have another computer where we can guide you on what to download to access the sick computer from outside of Windows.

Hang in there, though!! It is exasperating, but, play it cool!

You select Safe Mode, press Enter, but nothing happens?

    Do you have another computer?

As gone more future the problem towards internet, i actually found something familiar happend to others too...Heres a link that should explain what am i going through right now. And as previously mentioned the problem started yesterday morning, and gone even worse today, i hope i can save my files and run CCleaner somehow...or other suggestions mentioned previously...i also pardon for my rude comments before...it sucks to have problems with your laptop like these..Any quick responses are welcomed. I try to do the best to work with you guys, to get it solved, but my english speaking due to it's not my mother languange is not that good and understandable. I feel much more come for now, for knowing that i'm not the only one. And yes, i do not have any other computers at home that are clean, and working. And, is it necessary to use a clean PC to get a Anti-Malware/spyware program? Is it sure that it won't affect with the virus?
