Please do the following to see if it points out the problem:

    Downloading Farbar Service Scanner

    Save to the Desktop
Make sure the following options are checked:
    • Internet Services
    • Windows Firewall
    • System Restore
    • Security Center
    • Windows Update
    • Windows Defender
    Press: Scan

FSS creates a log, FSS.txt, on the Desktop.

Please provide the FSS.txt in your reply.

    The error code is:
      ERROR_SERVICE_DISABLED winerror.h
    # The service cannot be started, either because it is
    # disabled or because it has no enabled devices associated
    # with it.
Is the service itself listed as disabled in the services.msc control panel? I would second the request for the log file that cottonball asked for.

Please explain, because you have liked to a 'download'. I don't want to download the content

Your best bet is to download the Farbar Service Scanner addressed in Post #2.

The link goes to a batch file to fix the Windows Firewall:

Yes, I saw this earlier ... it's a direct download for something we don't know about

I also don't like those tick and pray downloads without having any knowledge about the download; where its from and what it does.
